The ABS warning light is intended to come on at the time you start the vehicle, so you know it's working, then go out at about 7mph once the vehicle has determined that the ABS is operating properly. Thus, the ABS light should be off during normal driving, and on only during start-up and the first few mph of acceleration.

The light next to the battery warning light is the fuel injection system warning light. If it comes on and goes off after a short while it should be ok but if it stays on for longer than 5-10 minutes then get it checked out.

From my experience, it will not go into your DMV record, but it will go into the police database. I've gotten a written warning, for a tail light which was displaying white light which I was pulled over 3 days earlier and just verbally alerted about. The verbal warning was issued when I was pulled over directly across the street from my work place at the end of the shift to document where I was that day. The written warning was issued when I was going home after work. From my experience, it goes: Warning ==> Written warning ==> Fix it ticket. Keep your vehicle in operable condition. It never appeared on my driving record, but apparently it was in the police database. (At least, that's what I can logically conclude.)

If the oil pressure light goes on in a MK4 Golf Turbo make sure the oil used is rated from VW. Putting the wrong type of oil in the Golf Turbo continuously can cause the oil pressure warning light to go on.
