If you pull the buttons off of the heater control sliders you can get a medium sized flat blade screwdriver between the edge of the heater control fascia and the main part of the dashboard, this will pop out and you will see the small bulb in its housing. Hope this helps :)
There are fuses below the steering column to the right side as you sit in the drivers seat, pull the flap open. The fuse box is under the bonnet, again on the right side, mid way. I believe the fan heater fuse is located there.
sounds like similar problem i had, it was a faulty switch on the control panel. i got a new panel and fitted and now it works as new. hope this helps
