The Thermal Switch is probably defective. On your car I think it is located UNDER HOOD, CENTER, LOWER ENGINE AREA, REAR DRIVER SIDE OF ENGINE, ABOVE EXHAUST MANIFOLD, MOUNTED IN ENGINE BLOCK. Yes there is a fan relay in the engine compartment fuse panel

Open the petcock or remove the lower radiator hose from the radiator.
chances are you don't have it full enough and there is a bleed valve by water pump
bottom of the radiator either on the right or left.
The coolant temp sensor on a 97 Buick Century is on the side of the radiator. It is just below the radiator cap.

A radiator shop will do that for you. Don't try to do it yourself. Most radiator shops don't charge that much if you take the radiator out yourself.
If you do not see one on the bottom of the radiator one side or the other then it does not have one. You drain the radiator by removing the lower radiator hose.
On a 1992 Buick Century, the oil filter is located between the radiator and the lower front of the engine. The radiator is situated in slightly in front of the filter.
