Well, that all depends on what's your definition of "worst". There are plenty of bones in the body that, luck be with you, should never break. For example, the femur would be a very painful bone to break as it takes an enormous amount of pressure for it to break (Some sources say up to 1200-1800 pounds of pressure. Although, this depends on the stress put upon the bone, the quality of the bone IE: enough calcium, vitamins, etc). It's the hardest bone to break in the human body (some people debate on the fact a skull is harder to break).
However, I do believe that most people can come to the consensus that the spine/neck is the worst bone to break for a few simple reasons:
1. The pain. The spine is composed of numerous disks. By breaking the spine, some of these disks risk getting damaged; chipping, fracture, displacement, etc. It is said that the pain is unbearable. Also, the pain isn't restricted to the back. The pain travels down through the legs causing cramps and muscle pains, through the arms and also, to the head. The reason for this is simple: The spine is the mainframe for the nervous system. The pain is not only felt on a short term but also on long term when doing chores that require back movement such as bending, lifting objects...even scrubbing floors, shoveling, etc.
2. The potential damage. As said previously, the disks might get damaged causing pain and long term effects. The back is also a very "fragile" area of the body. The cervical vertebrae, when broke, may cause paralysis and in the worse possible case, death.
I'm sure there's more effects to the breaking of the back/neck but please excuse my lack of knowledge of the subject. However, putting all this in perspective, I do believe the worst bone to break is the spine/neck. Side note: The neck bone is considered to be the spine by many. Thus why I keep on saying spine/neck in my answer.

Fracturing or breaking the femur is probably the most painful break as well, as it is the strongest bone, and its surrounded by a lot of muscles that may contract with the pain.
