How does an immigrant with a J-1 visa obtain a INS alien registration number?

An immigrant with a J-1 visa can obtain an INS alien registration number by filing Form I-539, Application to Extend/Change Nonimmigrant Status, if they need to extend their stay or change status. Upon approval of the application, they will receive an alien registration number. Additionally, if the individual applies for a different immigration status, such as adjustment to permanent residency, they will also receive an alien registration number during that process.
