I'd say children. The parents have a role in assisting with homework and helping the child to understand the work, as well as encouraging him/her to work harder. But I think that's the most they can do.
The children have the responsibility of focusing at school, doing their homework, studying for tests, working hard, understanding their work, etc.
In most cases, parents are legally responsible for their children during school hours. This includes ensuring they attend school regularly, following guidelines set by the school, and being aware of their children's behavior while at school. Failure to meet these responsibilities can lead to legal consequences for the parents.
Yes, they are held responsible for their minor children. That includes making sure they are in school.
Working parents want their children to have success in school and the opportunity to participate in team sports or other after school activities if the children choose to. Working parents would like their children to be happy and comfortable with the fact that their parents are working to enhance the overall quality of life for the family.
In Head Start any supplies needed are provided by the program. Children's parents are not responsible for providing them.
Typically, schools are not responsible for students at the bus stop. However, schools may have guidelines or recommendations for student behavior while waiting for the bus. It is important for students to follow safety protocols and for parents to supervise younger children at the bus stop.
The school children got to see their parents once or twice a year, depending on the school calendar and the parents' availability.
Parents send their children to school because children need to learn and school is the place where professional educators are. Since 1635 school has been required by law in the United States.

If they have not left school, college etc and living under their roof then yes they are responsible for all of them.
Where I live the police would be coming after the parents if it's pure laziness. If the child is bullied etc there would be a investigation since the schools are legally obligated to sort these things out and offer the student a education. I know some parents think that "school never did anything for me" but that is no excuse to not letting your children get a education. In the end parents are responsible for their children so sue them for child negligence.
It seems parents are more responsible for their child's learning process. Often times, while not directly in charge of teaching per say, parents have a bigger impact because they're the mothers and fathers who send their children to school in the first place. If a child is not properly instructed at home you shouldn't expect the child to be far more successful at school unless it is something they are truly interested in
No. Many Parents Home-school their children. Its Not a Requirement to go to school to learn you can be homeschooled.
