That is a matter of opinion. It is difficult to generalise because people may be driven to piracy for many reasons.

Given that piracy is a crime that involves stealing, hijacking, threats, murder and violence, many people would say that any action of piracy is inherently evil. But that doesn't necessarily make all pirates evil people. It depends on who you ask.

The history of pirates shows them to be without scruples and ruthless men. That is the essence of what a pirate is. They are people who live outside the boundries of nornal life and society.

In addition, when we look at the piracy areas, they are quite poor regions. Probably they have no any other choice to select.

Whilst many pirates were unscrupulous and ruthless, it cannot be said of all. France, Spain and England all used a legitimised form of piracy to further their colonial endeavours and increase their wealth. Such pirates were known as privateers.

Notable British privateers were Sir Francis Drake, Henry Morgan, Fortunatus Wright, Edward Collier, Sir John Hawkins, his son Sir Richard Hawkins, Michael Geare and Sir Christopher Myngs. Notable British colonial privateers in Nova Scotia include Alexander Godfrey of the brig The Rover and Joseph Barss of the schooner Liverpool Packet, which captured over 50 American vessels during the War of 1812.

During the American Revolution, the American government issued privateering licenses to merchant captains during the Revolutionary War due to the relatively small number of commissioned American naval vessels. State governments also authorized privateers or "legal piracy" in an effort to take prizes from the British Navy and Tory (Loyalist) privateers.

About 55,000 American seamen served aboard the privateers. They quickly sold their prizes, dividing their profits with the financier (persons or company), and the state (colony). The Long Island Sound became a hornets' nest of privateering activity during the American Revolution (1775-1783) as most transports to and from New York went through the Sound. New London, Connecticut was a chief privateering port for the American Colonies, leading to the British Navy blockading it in 1778-1779.

In reality they were murderers & thieves who preyed on merchant vessels, most of which were lightly or totally unarmed.

It depends whether they are on your side or not. Historically pirates (mainly privateers) would be encouraged by one side in a war or conflict, because they attacked warships and commerce shipping of the enemy country. Otherwise, they were criminals who would prey on civilian commerce, and could be called "bad" -- especially when they were cruel or wanton murderers.

Most pirates were not the colorful rogues that are often portrayed in modern films. Most observed no moral code of honor even with other pirates.
