That depends on what kinds of plans you are talking about. Plans with a friend, no... they can be changed at any time, and often are. Sometime you think a plan is firm, and then the other person doesn't show up. Definitely not permanent.

Construction plans are a lot more permanent, and after the initial planning phase, changing them can endanger the safety of the project and the people that will be using the resultant building. The blueprints go on record, and so they are permanent in a way.

Company plans are more permanent than plans with friends, but less permanent than construction plans, usually. Everything can change depending on market conditions, the whims of investors, a new CEO, a merger or takeover... or just the mood of someone in charge. :)

There are a lot more examples, but those are some different kinds of plans. I would say, in general, plans aren't permanent, but there are certain types that get closer than others.
