If I was the 15 year olds parent there is no way possible that I'm going to let my child date a twenty year old. Weather you've had sex yet or not, that is the only reason he is dating you. He is going to convince you that he loves you and that he really cares about you, then have sex with you. If it's good, then he'll stay with you; if it isn't then he'll dump you. I know he might not act like this, he may be very convincing when he tells you that he loves you and cares about you and that it isn't about sex, and he may say that he would never try to pressure you into having sex. Dating is legal and there are no laws against it but there are strict laws regarding sex. But you asked about dating. Since the 13yo is a minor she will need parental permission to do many things and dating is one of them. If they are against it and you do it anyway, it only takes one person reporting statutory rape and the 18yo will have a very hard time proving nothing happened, if he can prove it at all.
