The past:
When one of you was 13 the other one was not even a year old. Would you date a baby? I mean, obviously things are different now, but you need to put this in that perspective in order to truly understand how different the phases of your life are. 18 is a time for discovery and trials, 31 is well away from that time. The 18 year old will be missing out on a ton of stuff; just like a baby.
The future:
Well let's look at what's in store for a couple with a 13 year age difference. When the younger of the two is 30, the other will be 43; 40 and the other will be 53. 50 and the other will be 63. 60 and the other will be 73. Now I won't pretend to pass judgement on what that will mean for your relationship, but I want you to think about where you see yourself at the above ages, and if you see yourself with a person that old/young at that time in your life.
People in the same generation have more things in common at that stage in their life, and therefore can be more supportive their partner, having the understanding to do so. Good, honest love comes from growing together. If only one is growing, you might as well be in a relationship with your parent.
If you are 18 you are a legal adult. You may date anyone over the age of 18 that will have you.

Well it really depends on the individuals involved. At 31 someone would have way more life experience than someone who is 18 which can be stressful for a relationship. And at 18 do you want the same things out of life as an 31 year old or vice versa. At 31 most people are ready to settle down and start a family is an 18 year old ready for that? Or can they handle that even if they think they are ready? When an 18 year old has friends who are still single and enjoying their freedom it may be hard to be in a relationship with someone who is ready to settle down. And you should think about the age difference when the younger will be 31 and the older 44. But sometimes it works, like I said it all depends on the two individuals. If it is true love then its worth a try.
Unfortunately, if the child is under 18, they are a minor, period. That's the national rule. If you are caught or engage in sexual acts, the parents or the 16 year old can chose to press charges, in which the 30 year old will be labeled a sex offender. If you are together as a couple, but do not engage in sex until the child is 18, then I don't believe that is illegal.
