Theoretically, no, by the definition of mother.

Legally, depends on region.

Emotionally and socially, why not?

Biologically, yes if you had a "surrogate" mother.

Also, I suppose it is possible (whether we know it or not) to fuse two egg cells together to create a baby. This would be the most true sense of "two mothers."
