It means getting revenge. Under such a law, if someone blinds you, you would have the right to blind them back. Most civilized societies do not function in this fashion.

However, do keep in mind that such a law was actually a step forward for ethics at the time it came about. If someone did you wrong before the Code of Hammurabi came into existence, you would be free to kill their entire tribe. After the Code of Hammurabi, you were free only to do up to what was done to you, and only to those whom were directly involved.
