This person can't always be walking in the opposite direction. If they are sitting down somewhere (alone) or standing somewhere alone just walk up and smile and start talking. After a couple of times of this then ask the person out. Don't be fearful of a "no" answer because most of us have had to face rejection and still will, so take it in stride because it's not personal. It's all about chemistry.
