It is best to take a babysitting corse somewhere in your community, or ask someone who knows a lot about babysitting to help you find information. Once you have done that, you should put up flyers around your neighborhood advertising that you are a babysitter and put contact information so that potential clients can contact you. Also, you can talk to people that you know that have children and ask them if they need a babysitter. Sometimes it is best to start off with watching children while the parents are somewhere in the house doing something else, just to get a feel for watching children but without the full responsibility.

I believe the only job is babysitting at your age but in a couple years you can work at a grocery store.
It's up to the parents. There are very few babysitting laws, though. 11-13 year olds probably won't get far in the babysitting business, especially if they have not been through a CPR & First-Aid class. Though, 11-15 year olds would be breaking the law if they were babysitting a child under 3 years old.
