a pervert is someone who does weird things... but you can tell if they are lookin' at you in that kinda way and they are older and know you're younger, or you you feel creeped out that's how you can tell

I would say: Perversion is simple deviation from the normal in some strange way, and a perverted person is the entire person who has changed from normal, and is wholly undesirable. If you ask me, it is high perversion to call any person perverted just to build yourself up. So the "most perverted man" would go about calling a creation of God who is in some distress or another, a perverted man, or evil or criminally insane and so forth with fashionable phrases that imply that a man should be held and executed, and then go forth as a complete individual with some power and ignore the rules of civilization and shout "pervert, pervert" from the rooftop and demand execution.
A judge and a doctor and some sort of priest or victim would assemble and declare a man a perverted sex, or poison or some other terrible criminal abnormality for his devotion and promotion of some odd harm.
In my opinion, any man who has low self dignity so he is not concerned what other people think of them, and they are not concerned with health and not promoting some good idea or kind gift now and then is beginning to get perverted.
