How do get to know someone if when you ask them questions they only answer with short answers and don't contribute to anything you say and you really want to have a conversation with them?

You don't. The person is being short precisely because they do not want you to get to know them. Respect that. Don't pry. You dump them! They clearly aren't interested in letting you in. Move on and find someone who wants you. Don't suubject your kindness to them.
