Simple: the same way you would ask out any other girl. If a girl is bi, it means that she still likes boys. It helps if you actually know the person you are asking out and are not asking her out because she is simply attractive physically. Bi girls are usually doing any number of things in regards to their sexuality;

1.) They may be curious or exploratory in their sexuality and are not necessarily bi at all. They may already have a preference but are attempting to resolve any lingering interests in a given sex before solidifying their primary sexuality.

2.) They are claiming or even acting on bi status for attention or acceptance. Guys do this with smoking cigarettes or having sex with girls on a dare.

3.)She is genuinely bisexual in which case there are masculine traits and feminine traits she appreciates from time to time. The success in asking her out will be dependant on what she is interested in at the moment and whether or not you can provide the traits she wants at the time.
