First may I start off by saying that no one is ugly. Everyone is different, everyone is unique. I am a teenager and I have come to realize that there will always be someone prettier than I. But my question is that why should people be judging you from the outside anyways. Personal cleanliness and hygiene is important but you don't want to be someone your not. You have been created in a special way, to be you! Not someone else because you have your own talents and gifts, your own looks and your own personality! No one can tell you any different. If you are talking about trying to get a boy's attention, then you will definitely want to be yourself! There is no point in having a relationship with someone who is liking the fake you. Two quotes that have really helped me in the past are these:

What other people think of you is none of your business.

and

No one can tell you you are inferior without your consent!

You have to be yourself to impress girls. If you ask them out after you know them better and you make moves on them that aren't perverty I would say that if they say yes, go for it. If they say no, they don't deserve you when you were being you own finally confident self.
