yes, i know multiple guys that to some people are what they consider to be a stalker while in my opinion they simply show the signs of being a stalker without meaning to actually stalk someone. a personal experience of mine was that the guy didn't stalk me but whenever we were in the same room together he would start acting like a stalker.
Talk to them. If you have a reason to know this person, then get to know them. If you are just curious about someone you find attractive or interesting, you probably shouldn't bother.
Yes, they could end up being a stalker.
If you are a child and you think you are being stalked on the Internet, immediately tell your parents. Do not give the stalker any information and try to avoid him/her. Your parents can take any action that they believe is necessary.
Phishing
Not a total stranger stalks someone. Someone who is being stalked from one of his or her known one. May be the stalker would like to know more about a person that's why he or she stalks.
To get a person to be your friend find out their hobbies and interests (without being a stalker) so you can start a conversation with them. Otherwise if that doesn't work ask them questions such as what did you do in the weekend. Make sure you ask an open question meaning they have to say more than yes or no for an answer.
