Birth certificates or some other type of ID may do it coupled to research at a government records office and a genealogical history. DNA is a dead bang for certifying relativity in the living or recently deceased, if samples can be recovered and processed to extract a profile.

If you are not siblings or parent/child, etc. and you have a common ancestor, then you are cousins. The particular kind of cousin depends on who your common ancestor is.
