Almost impossible to answer this. Everyone is different, has different personalities and goes about it in their own way. If there is a common interest or some point where you cross paths with the person you can use that. Same sex or opposite makes a difference and the reason you want to get to know them matters. Given the chance you can make small talk about anything and see if things develop. If there is no current point of contact, it is going to be rather hard to create one. Depending on your approach, you can be direct and just tell them you would like to get to know them and see if any sort of friendship can develop. Point out that you know it seems weird, but you thought you would give it a chance. You never know, that might be all it takes. Or they freak out and run away screaming. There is no predicting how most people will react to most things.
