Well the best way is to have them up before 9am. Make daily activities, so the child can waste a lot of energy during the day. Make sure they eat healthy (not candy and chips). If they need a nap, it has to be before 2pm. Once you see it's 8 or 9 pm, shut the television, a little night light would help make the child feel secured and you'll see in a couple of days with this routine, the child would be sleeping early as you wished. It's all about the way a /or parents keep a strict schedule when it comes to sleeping at night. That's why we are parents, we have to guide the children to better them selves.
A bit more:
It's also important to be consistent! Once you establish routines and bedtime, you have to enforce it. This may take only a couple of days, or it may take a few weeks. But if you are consistent, letting the child know that getting out of bed after you tuck him or her in isn't allowed, the child will eventually give up and stay in bed.
Children will often push parents deliberately, trying to test just how far they can go with them. If you put your child to bed at bedtime and he gets back up, simply put him back to bed and leave the room, with no more bedtime stories, lectures, etc. You may have to do this a dozen times or more, but it's crucial that you do. Otherewise your child will be the one calling the shots now, as well as in the future.
The sooner you establish the ground rules, the better it will be for everyone in the household, especially the child(ren).
