Don't start by being that obvious. Just call him and ask if he want's to go to coffee. If he asks why, tell him that you just thought it would be nice. If you say that you miss him over the phone, he might get scared off. Sometimes it takes a while to heal old wounds. Be willing to go slow. Straight forward and just like you did here. Men don't want to beat around the bush, if you miss him, come out and tell him. Then walk away and let him come to you if he is interested. Do it in person if at all possible.

Just tell him you miss him, and if you want to tell him you like him well then flirt with him a little. When you are comfortable and you think or know he likes you, just tell him.
