anyone can look at you and tell you you are mental, but I'd get a psychologist's opinion or another therapist to tell you. the question is, do you think you're mental?
Speak and tell. Write and make them read. Go to doctor who will tell them. Tell a relative or friend, who tell your parents.

If you feel he has some issues, you just tell her. You may see a side of him that she doesn't. Tell her what you think the problem is or what you are concerned about. She may do something about it or not, some parents don't want to deal with some issues. All you can do is tell her and let it go at that.
They are surrogate parents and they can tell you what to do in certain circumstances. Anyone with even a modicum of maturity would realise that.

tell the teacher I think you should tell a older person. Does not have to be a teacher but someone who can help you out and if they do not help tell your parents. They will talk to the bullys parents and they WILL make it stop.
