The situation concerning same-sex marriage is chaotic in Colombia and the rule of law has failed. Although the highest court in the land has ordered the entire country to permit same-sex couples to marry beginning June 20, 2013, almost all local registrars refuse to marry any same-sex couples. The legislature has failed to conform the marriage laws to the ruling. Local registrars who have registered same-sex marriages have been threatened with sanctions by their superiors.
