No, they are not one and the same and don't always accompany each other.

For example, if you ask where your husband is going to be, and he states he'll be at work, but he neglects to tell you he'll be at work with his mistress cheating, technically, he didn't lie. He only left out details he knew you'd disprove.

Likewise, if he says he'll be at work, but is really out golfing with his friends, it doesn't mean he is cheating with them or anyone else, but that he didn't want to tell you where he'd be for other reasons other than an affair.

You'd have to dig further into what he's done and who he's been with to tell if he's had an actual affair or if he's simply being a dishonest, but loyal man.
