A lot times guys do that when they have loose ends to tie up. For example, maybe he was in a relationship that he knew he wanted to get out of, and was planning on getting out of when he met you. He could have been very interested in you and didn't want to let the opportunity pass him by, so he got your number, planning to call after he was no longer in a relationship. That's actually a very mature thing to do. There could have been other reasons, too. He could have been shy, misplaced your number, etc.

If you have not seen him and there is not an excuse for this not to have happened, also he has not contacted you for six weeks. I would have to come to the conclusion that he has lost interest in you. You have two choices that I can see. The first, have it out with him as to whether he is in fact still interested, and two, ask yourself if you are still interested in him. It can be only one or the other. I am sue you will sort it out.
