Not necessarily.

Communication is very important in a relationship, be it romantic or just a friendship. Try to find out if there's something wrong, but don't be pushy or nagging. If he does have a problem, constant questioning won't solve anything, but make matters worse.

Wait a bit, give him some space, and then see if you two can meet to talk. Prepare yourself to handle the worst, but don't expect it. It may be nothing at all.

Make him feel comfortable, and tell him honestly that you feel there's been a change in his behaviour. Tell him exactly what troubles you. You're not going to believe it, but boys sometimes do stuff and they don't realise it or how it affects you.

Don't cry. Boys are often afraid that if they tell girls the truth they'll start crying and shouting and they'll feel like creeps. Be open and honest, to make him know that you're adult enough to have a serious conversation, even if it means breaking up. At least you can be friends afterwards.

[And if you're not able to do so, you're probably too young to have a boyfriend in the first place.]

Well, that's most likely what it means. Or maybe he just wants to be friends with you and he does not want to hurt your feelings. So he's just trying to ignore it. And not talk to you. Or there's a possibility that he could just be busy. But I highly doubt it. :]
