Text her first, does she know you like her and does she like you back? She might not text because she could be playing hard to get or might not want to seem over eager. If you text first it'll show you made an effort and that you like her enough to make an effort. But on the contrary if she happens to not feel the same then she probably won't text unless she wants you guys to be friends. Don't say any weird stuff though one time this guy text me and he asked if I was a dirty girl and then he put so many "xox's"..... we stopped talking shortly after that.
