No that is not cheating technically, but others may see it as. This is just called an 'open relationship' but if you and your partner are okay with this then go ahead. Just make sure you are both completely fine with the thought of this, it could end up bad.

It really depends on the type of relationship.

If you are involved in a monogamous relationship, entertaining another person is not right. When one person believes that they are in an exclusive relationship, they put a lot of trust in that person. If this is the type of relationship you have and they say it's okay, it's a sign that there's a serious problem in communication.

However, some people are unsatisfied with limiting to one person due to emotional or sexual reasons. Dating multiple people is called a polygamous relationship. These are very casual. These types of relationships can only work if everything is open and nothing becomes exclusive. It is easy to get confused about the attributes and where you belong if you are physically involved with someone else. The problem with polygamous relationships is that even though you can date someone else, your significant other can too. It is not for the jealous. Polygamous relationships are usually not permanent, and don't end well.
