Yes and no... it all depends on if you mean it in the sense that you love them like you want to live with them forever and that meaning that you love them like a really close friend or family member. if you don't though, it sometimes can lead people to a point where they develop really close feelings for you that you don't feel for them. it really all depends on what context you feel for them and what context you say it in.
