Hugging and kissing is not inherently sinful, but lust is a sin. Lust being defined as a self indulgent craving for sexual intercourse. If you can kiss your beau without lusting, then your doing just fine.
It is perfectly normal to be sexually interested in your romantic partner; if you aren't sexually interested in your beau then you are doing sometihning wrong. However lusting after a person an pursuing them in the hope of gratifying your sexual desires is sinful.

Yes, the Catholic Church would look on this as a sin. Sexuality is a great gift of God, it is designed by God for the dual purposes of deepening the love of a married couple and the procreation of children. "Making out" as commonly used, is nothing but using others for gratification and is not exactly designated towards the deepening of love in marriage and the procreation of children for the greater glory of God. The whole attitude of "how much kind I get away with without going to hell" is flawed from the start. The answer to this question will vary from religion to religion, and from clergyman to clergyman. From a strict Christian perspective, lust is typically regarded as one of the seven deadly sins, so that is something to be mindful of. Intention also plays a role. Making out with someone you do not love or have deep affection for, simply for the pleasure of the experience, is different than making out as a means of expressing love or deep affection for the person you are with.

Of course, another point of view is that if it is not sexual, it is not sinful.

Going to your local priest/pastor/minister/rabbi/imam etc. and discussing this with them will help you to gain a clearer perspective on relationships and expressing affection in a healthy way according to your religious tenets
