If they're busy and let's say lots of girls have lost their teeth then their not going to get rid of all the girl fairys they might send a boy fairy to agirl and a girl fairy to a boy. more than likely a tooth fairy is a girl but when i was younger i saw a toothfairy and had a little chat with it and the toothfairy's name was anabell and its job is to deliver money in exchange for teeth and her house is very big.
