She is absolutely not unfit. There are several very valid reasons for sending a child to childcare all the time. She may work and need the time for her job even if she works out of her home. She may recognize that she makes a much better mom when she has her son for quality hours instead of all the time. If the child goes to child care it is always better to keep that routine up for the child's sake.

Also, the child care may offer her son a social or educational outlet that she doesn't think she can give.
