NEVER! mothers will do anything possible to keep their children safe... :)
The song "My Mother Said You Never Should" actually comes from the play with the same title, "My Mother Said I Never Should," written by Charlotte Keatley. The play explores the relationships between four generations of women in one family.
A good and loving mother should never choose the man over the child. However, if it is a case that the child feels the man is going to take their mother away from them introduce the man a little at a time and then introduce the man into some fun things to do with the child. Let the child know they come first and the mother should assure them she loves them first. Single moms need to be very wary of the men they choose and how that man reacts to her child (whether it's sincere or an act of attention to gain the mother's favor.)

The only way would be to do a personal agreement between the mother & father, ideally having it filed with the court. However, at any time, either parent can utilize Child Support without the other parent's consent. If the Mother spends more time with the child than the Father, she is most likely entitled to child support.
Report it to the authorities.

Cute! I have no words...
The shift between the two stanzas of the Ballad of Birmingham is from a peaceful and hopeful tone in the first stanza, where the mother is sending her child to march for civil rights, to a tragic and devastating tone in the second stanza, where the mother's worst fears come true as the church is bombed and her child is killed.
