I think letting 18 years olds live on their own is an excellent practice, as it encourages young people to develop the maturity and independence only living separate from parents or close family can provide.
Living independent is a skill and has to be learnt, each person finding their own way to do things, organise their life etc. Living alone also lets young people find their own lifestyle and gives them the freedom to make their own choices, and even their own mistakes.
Living alone has both positive and negatives, but either way it makes a young person take responsibility for their own actions, and how they wish to live their life. It also gives an opportunity to 'practice' entirely caring for themselves, with the safety net of their parents/family still in the background if things were to go really wrong.
I am a Western female who had the chance to live alone from 18 years old, and looking back I would say it contributed massively to my success at University and in my personal life, as it gave me to the space to focus on my work, how I wanted to live my life, and even had the benefit for forging better relationships with my family, as living separately made us more glad to spend time together and appreciate one-another.
Overall I would advocate 18 year olds living alone, provided they have the capability (or willingness to learn quickly!) about basic bill paying, shopping, cooking, cleaning and most importantly, managing their money.
We all have to move out and start our lives on our own one day...why not start at 18 and have fun learning to be 100% independent.
