Should 13 year olds french kiss?

Yes. A 13 year old doesn't belong with an 18 year old. The 18 year old is now an adult and the 13 year old is a minor. If french kissing is going on something more is likely to happen or all ready has. The 18 year can be charged with rape since the 13 year old is a minor. It is rape even if she consents to the events that happened/will happen. I would wonder why a 18 year old would be interested in a 13 year old girl and only think of one reason and that is for sex.

Absolutely and she can go to prison for it. Sexual acts are illegal when it comes to minors and French kissing is such an act.

Well... I do not know of any place in the USA that a kiss (of any sort) would be considered sexual assault. It could possibly be considered simple assault (just like any other unwanted physical contact), but that would be unlikely.

In the non-legal world, whether or not it is "wrong" is entirely up to people's moral sense, which is not possible to discuss here.

In NYC for instance it counts as a sexual act and she would get arrested for it. Kissing someone with tongue is not a friend kiss but could def be seen as a sexual act. And yes. A 30yo woman would be kissing a child as if he was a man. That is wrong. The law is clear on what a 15yo is - a child.
