So you asked her out for a date and she said she was busy. You know what that means? She was busy that day. That's all. There's no deeper meaning to it. Ask her to go out with you on a different day and see if that works for her. If she says no, but you still feel like you want to pursue the relationship, ask her what date is good for her, and chances are good that she will give you a date that you can both go out on.

Think of it like this: If she were in your position, and she called you for a date, and you had to do something that day (work, family obligation, etc.) what would you tell her? That you were busy that day. Doesn't mean you don't like her, just that you couldn't go out with her that day.

If everyone says she likes you then chances are good that she does. Don't give up after the first try. That's what losers do and you are not a loser.
