No it was not. It was illegal and many considered it immoral. Even flirting outside of one's race was a very dangerous thing to do, at least for a male person of color.

White men occasionally went out with Black prostitutes (or young Black women they took for prostitutes), but such relationships were hypocritical, much like with closeted gay persons today. They were sexually open and curious with women outside their race, but only as long as it stayed "discrete." If she went public with it or became pregnant, her life might have been in danger by men who felt ashamed or believed they would lose social standing.
