A child should never be left alone in a car; there's the risk of heat exhaustion (which can be fatal) if the car is closed and locked, and in any case the risk is always present that the child will play with controls, which can be dangerous (the cigarette lighter has resulted in problems in the past) or cause damage. Don't rely on legislation as a guide to safety where our precious children are concerned; simply use commonsense. You never know what's around the corner; I was in a supermarket last year when the alarms went, an electrical fault it turned out, and all the doors locked. A woman in the queue behind me, when the doors couldn't be opened within ten minutes, was practically hysterical. She'd left her child locked in her car, in 30C heat (86F), which can become dangerously hot inside a car. She was so distressed I told the operator to scan her purchases along with mine when the power came back on, which she did, so when the doors opened the mother could rush to her car. There's one lady who won't make that mistake again.
