In many nations that have large groups of uneducated people, it is often the case that there is a good deal of poverty. Sometimes a nation in this situation falls prey to a group well educated and wealthy portion of the population and becomes the "ruling class". An oligarchy is fashioned from this and if poorly educated citizens is one way to retain power, the oligarchy will do little to make any changes that may threaten their level of power.
