I wouldn't waste time, but don't smother her with your feelings either. could you be more specific on a good number of weeks to wait if she has been with him for a year? I think I would be more concerned with building the relationship to the point that she feels similiar to how you feel before telling her. Understand she is leaving a relationship and is probably not ready to hear how someone is infatuated with right now. Many good relationships start out as freindships first. It's okay to feel strong about her, but if you come on hot and heavy it may scare her away. Maybe say to her that you sorry to hear about the breakup, but since she is now free, that you would like to get to know her better. Then ask for a date to "close the deal".

I have a completely different take on such situation. Women are usually feelers

and immediate reactors so you have to wait for a really long time. Judging from the question you seem to be a very close friend of her. So trust me your very transition from a friend to a possible boyfriend would be a big deal so you have to go slow for yourself and not just for her. But technical a girl takes lesser time to move on than a guy so it would be 4-6 months with out contacts with ex or 6-8 months with contacts with ex (which is worse love may rekindle).
