I wouldn't waste time, but don't smother her with your feelings either. could you be more specific on a good number of weeks to wait if she has been with him for a year? I think I would be more concerned with building the relationship to the point that she feels similiar to how you feel before telling her. Understand she is leaving a relationship and is probably not ready to hear how someone is infatuated with right now. Many good relationships start out as freindships first. It's okay to feel strong about her, but if you come on hot and heavy it may scare her away. Maybe say to her that you sorry to hear about the breakup, but since she is now free, that you would like to get to know her better. Then ask for a date to "close the deal".
