'Hanging on the line' means 'of top quality', and refers to the practice of the Royal Academy in the 19th C. of having, in its principal exhibition room, a line eight feet above the floor. The most highly esteemed paintings were hung with top of their frames along this line, so that they were at eye-level, and thus most conspicuous and most easily seen and appreciated.
