"You mean a lot to me" is not the same as "I love you." He might love you or he might just consider you a very good friend. You'll have to ask to be sure.
I would answer that he values you greatly as someone he can trust and count on. It would help to know if you are also romantically involved with this man...if so, then how lucky you are. If not, he is still paying you a wonderful compliment. Think back over your lifetime......not just "anyone" can be called your best friend. By man's best friend some people mean all of mankind, including women. But otherwise it's just a saying...a dog can definitely be a woman's best friend, too.
