I think you mean "ineligible", which pretty much means that aren't allowed to do something, usually because you have not met the requirements to do so.
e.g. Sam was ineligible to go to the 6th grade because he had failed all of his classes.

Most people think he is a draft dogder and he only signed up so that he could quit it and not be drafted into the military. People thought that since he 'made sure' he didnt have to join, he wouldn't be able to lead those who volunteered for the military. Clinton denies dodging the draft. But nothing has been proven or disproven.
