They probably are attracted to you generally and like to be around you, but either aren't sure that they know you well enough to say that they "like" you, or they don't want to put a label on an unidentifyable feeling. Sometimes people can't sort their feelings. Maybe this person just needs a little time to think about it, or simply needs to get to know you better and spend more time with you. If you don't know this person, it can be a different story, like the fact that s/he obviously doesn't know you. If you think this is the case (because if it is and s/he said that s/he isn't sure, and not, "no, I don't like you,"), then maybe you should spend more time with him or her.

This would be a pretty decent guy for being honest. Give him space and time to determine.
