If an interviewer does not return phone calls, then a person should leave a message. However, if after a couple of days the call is not returned, it may be better to look for another job.
There is no rule that someone has to return a response to something that you say. It is only if a person would like to respond, will he/she make a response. Do not feel bad if someone does not reply your message. Just carry on with what you were doing.
