What does it mean when he says he's 'not ready' for a relationship?

It means that he isn't ready for a relationship. Guys generally are pretty straight forward they are not going to say that if they don't mean it. If he is into you he will come after you. It could mean a couple of things. If you're newly seeing each other and both seeing other people, it could mean he wants to continue seeing you and others, so know that you are just one of many names in his "little black book." Or, if you've been seeing quite a lot of each other for a little while, and have been intimate, it probably means that he's enjoying having a good time with you for now, but don't expect him to necessarily be around tomorrow. He might be around later, but then again, he might not be.
