What does it mean when you can't look someone in the eyes?

It varies. Some religions and beliefs are not to make eye contact, shy people don't make eye contact, individuals that lie either make great eye contact or none. Eye contact is a strange thing, and, again, as I mentioned, can vary from individual to individual. It can also mean you are telling a lie to someone. If they ask you to look them in the eyes about somthing and you can't, you would be lying, or maybe you're really shy or you like that person. Depends, but, if you can look them in the eyes, it's like you're telling them "Trust me", "Please believe me!", or, you're just confident.

looking someone in the eye is a very intimate action. the eyes are 'the window to the soul'. some people guard themselves very heavily and have a hard time opening up and sharing themselves with other people. It takes a lot of work to get past this, but once you do it's worth it.

Often, you are afraid to look someone in the eye because you are insecure and feel that they are better than you are. But remember that all people are created equal! Once you start being brave enough to look people in the eye, it gets easier and more natural, until you always do it!

Generally one can tell if a person is shy by their facial expressions and body language and the same goes for the person that is not telling the truth.

Another perspective:Cultural bias can play a significant part in behaviors such as you describe; in some cultures, looking someone "in the eyes" is considered to be aggressive and hostile.

In general, looking away during a conversation is a sign of deceit; someone is trying to hide something, but you also need to consider the background of the individual.
