That would depend on where you live. In states that recognise community property it does not matter if your name is on the deed, if you purchase the property during the marriage it is community property and both own it equally. In states that do not recognise community property, if his name is the only one on the deed, then it belongs only to him.

Is a Husband responsible for medical bills of his deceased wife in KY?

Unfortunately, yes. If you were married when these bills occurred then yes you are responsible. It is like property of a married couple- anything that is acquired during a marriage belongs to both of you. So if these bills were acquired during your marriage then yes you are responsible. If your wife were still alive you would be held liable if you were still married. So just because she is deceased does not change this, Sorry.

Can marriage with the second wife perform by a judge be considered polygamy?

If the person was still married to the first wife when the second marriage was performed then this is a crime (not a crime committed by the Judge unless the judge KNEW the person was already married - but a crime committed by the person who is still married). The second marriage is not legal (no matter who performed it) and the person who was still married has committed the crime of polygamy.
